Here are three labels:

1. Управление А - means Directorate A (this is official name in documents of FSB Alpha team)
Directorate A is a structural subdivision of the Special Purpose Center, which, in turn, is part of the FSB of Russia.

2. Crest with Центр Специального Назначения words is official crest of TsSN FSB (Special Purpose Center)
This center except Directorate A also includes other Directorates, for example, Directorate V, Directorate K and many others.

3. Russian flah is just a russian flag

4. Антитеррор just means Antiterror
