The usual militia during the collapse of the USSR ceased to fight with mafia, racketeers, killers and organized crime in Russia.
So, the 15 RUOP regional team (Regional Directorate for Combating Organized Crime) special service was created in MVD MIA of Russia 1993 in order to fight organized crime and bandits that appeared in the period of the 90s in Russia. Later it was renamed to RUBOP and was working till 2001 year.

Also this badge was used by OMON militia.
